The Carmel Valley Community Planning Board (CVCPB) is a group of elected volunteers who meet monthly to review and to evaluate proposed development plans and issues affecting the entire Carmel Valley and Pacific Highlands Ranch (PHR) communities. Serving in an advisory capacity, the CVCPB offers specific comments, recommendations and decisions to the City of San Diego's Department of City Planning & Community Investment, Planning Commission and City Council. The CVCPB has direct involvement with city, county and local law enforcement agencies.

April 2013 CV Planning Board Agenda

The Carmel Valley Community Planning Board will hold it's regular monthly meeting on April 25, 2013 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. The April Agenda is attached. The Agenda includes a presentation of a mixed-use project at Carmel Mountain Road and Carmel Country Road, an expansion of the Del Mar Height Road Shell Station, Board Election results, a 9-lot development in PHR, an update on the CV FBA, taking a position on the Medical Marijuana Ordinance, consideration of traffic calming by Sycamore Ridge Elementary school. CV Planning Board One Paseo Meeting, March 28, 2013

The CV Planning Board will hear more information on the proposed One Paseo development this Thursday, March 28, 2013 from 6:30 to 9:30 PM at the Ocean Air Elementary School, 11444 Canter Heights Drive, San Diego, CA 92130 (NOTE: Special time AND location!) This meeting will focus exclusively on traffic impacts.

CV Planning Board Election, March 28

The CV Planning Board Election will be held at the CV Library on March 28, 2013 from 5:00 to 5:30 PM (on the Patio of the Library, located at 3919 Townsgate Dr., San Diego, CA.) The only contested seat is the Neighborhood 5 seat, where Resident Elissa Krasenbaum is challenging the Incumbent Debbie Lokanc. Here is a Neighborhood 5 map:

Where the boundaries are Carmel Creek Road, Carmel Country Road, and SR-56 (the area around Carmel Del Mar Elementary School.) Only residents of a neighborhood may vote for the neighborhood candidate. An individual voting for a Neighborhood candidate will be required to show proof of residency in that Neighborhood (driver's licence, utility bill, etc.)

There are other seats up for election, but none are contested. Note that an individual voting for a Business or Investor candidate will be required to show written permission from the local business or property owner to act as their designee. A business owner or investor must also show proof of business activity or ownership of property with the Carmel Valley Planning Area.

Gonzalez Canyon Park Planning Meeting Docs

Here are the documents from the Gonzales Canyon Park introduction at the CV Rec Council on March 5, 2013. This park is in Pacific Highlands Ranch (PHR) to our east (out near Canyon Crest Academy (CCA), at the end of Del Mar Heights Road.) The plan is for the park to be completed by the end of 2014.

There are 4 documents -- Caution, they're large files! The first document is an Overview of the Area and Preliminary Designs, the second is Preliminary Design 1, the third is Preliminary Design 2, and finally, Preliminary Design 3.

There will be 2 committee meetings on this park: Thursday, March 21, 2013 at 7:00pm at the Pardee Offices in PHR, 6025 Edgewood Bend Court, San Diego, CA 92130 (behind CCA, near the fire station); and Tuesday, April 16, 2013 at 7:00pm at the same location. MAD Subcommittee Meeting, March 5, 2013

CV Planning Board Elections, March 2013

The Carmel Valley Community Planning Board (CVCPB) has set Thursday, March 28, 2013 for its annual Board member election. Carmel Valley and Pacific Highlands Ranch (PHR) residents are being encouraged to run for one of eight seats up for election on the Planning Board.

The CVCPB is a group of elected volunteers who meet monthly to review and to evaluate proposed development plans and issues affecting the entire Carmel Valley and Pacific Highlands Ranch communities. Serving in an advisory capacity, the CVCPB offers specific comments, recommendations and decisions to the City of San Diego’s Department of City Planning & Community Investment, Plarming Commission and City Council. The CVCPB has direct involvement with city, county and law enforcement agencies.

The following seats are up for election on the Carmel Valley Planning Board: Residential seats for Neighborhoods 1, 3, 5, 6, and 10; 1 Business Seat; 1 Investor Seat; the PHR Residential District 11 seat, and 1 Developer seat (appointed by the Chair). The election will be immediately prior to the March board meeting, Thursday, March 28, 2013 at the Carmel Valley Library. Here's you're chance to participate in the local community! Residential seats are for people who are at least 18 years old, currently living in Carmel Valley or PHR, and reside in the seat’s district. In order to be an eligible candidate in the March election, the candidate must declare his or her intention to run for the seat and submit an application. Candidates for residential seats must have attended two complete meetings of the CVCPB’s last 12 regular meetings prior to the March election.

February 2013 CV Planning Board Agenda, Note Location & Date

The Carmel Valley Community Planning Board will hold it's regular monthly meeting on Thursday, February 28, 2013 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. Note that this meeting is on Thursday, Feb 28, and is at its regular location, the Carmel Valley Library.

SPECIAL NOTE: The Thurs, Feb 28 date is NOT a misprint! The previously scheduled One Paseo Special Meeting on Feb 27 will be rescheduled to a later date, so the Wednesday, Feb. 27, 2013 meeting is CANCELED for the moment. The Feb 28 meeting will NOT have One Paseo on the Agenda.

The Agenda for the regular meeting includes information on a T-Mobile site at Rancho Del Sol (on Carmel Valley Road), and consideration of a speed limit change on Carmel Park Drive between Worsch and Del Mar Trails. SPECIAL CV Planning Board Meeting: Regional Issues on Dec 12, 2012

A special meeting of the Carmel Valley Community Planning Board's Regional Issues Subcommitte (RIS) next week to discuss the Village at Pacific Highlands Ranch. Meeting Wednesday, December 12, 2012, 4:30 to 5:30 PM at the Pardee Homes office, 6025 Edgewood Bend Court, San Diego, CA 92130. There is a single item on the agenda: "Village at Pacific Highlands Ranch - Consider Coast Income Propertiesʼ proposal for the redesign of the Village at Pacific Highlands Ranch. CIP proposes reducing the planned retail area and increasing the residential units. Applicant: Coast Income Consultant: Randi Coopersmith, Latitude 33." SPECIAL CV Planning Board Regional Issues Meeting for PHR, Nov 14, 2012

A special meeting of the Carmel Valley Community Planning Board's Regional Issues Subcommitte (RIS) next week on Wednesday, November 14, 2012 on site in Pacific Highlands Ranch (out at the end of Del Mar Heights Road, near Canyon Crest Academy.) The RIS group will meet at two different locations (see the CV RIS Agenda for details) to discuss the Taylor Morrison Kasai Property and a proposed 177 unit development on 26 acres, then to discuss the Village at Pacific Highlands Ranch mixed-use shopping center. CV Planning Subcommittees: MAD & Regional Issues, Nov 2012

Two of the Carmel Valley Community Planning Board's Subcommittes meet this week: MAD on Tuesday, and Regional Issues on Wednesday. The Maintenance Assessment District (MAD) subcommittee will meet on Tuesday, November 6, 2012 at 4:30 pm at the Carmel Valley Rec Center. Download the CV MAD Agenda here. MAD will discuss the 2014 budget, trees at Carmel Country and Del Mar Trails, and a proposal by the City to convert passive parks into active use parks. The Regional Issues Subcommittee (RIS) will meet on Wednesday, November 7, 2012 at 4:30 pm at the CV LIBRARY. Download the CV RIS Agenda here. The RIS meeting will discuss the St. John Garabed Armenian Church in the river valley, and a proposed expansion of the All Creatures Veterinary Hospital near Mary's Tack. October 2012 CV Planning Board Agenda

The Carmel Valley Community Planning Board will hold it's regular monthly meeting on October 25, 2012 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. The October Agenda is attached. The Agenda includes a One Paseo update from the City, a presentation on the San Dieguito School District bond proposition, information on St. Garabed Church (in the river valley off of El Camino Real), information on the Village at Pacific Highlands Ranch (a new shopping center to our East), consideration of Via de la Valley road improvements, cell installations at Del Mar Polo and in Del Mar Mesa, and the possiblity of adding parking on High Bluff Drive (in the business park). The Carmel Valley Community Planning Board will hold it's regular monthly meeting on September 27, 2012 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. The Agenda includes a One Paseo update from the City, discussion of the Prop CC ballot measure, information on the Griffin Residence, High Bluff on-street parking, the Worsch Way development, and T-Mobile sites on Via de la Valley and in Del Mar Mesa. August 2012 CV Planning Board Agenda

The Carmel Valley Community Planning Board will hold it's regular monthly meeting on August 23, 2012 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. The August Agenda is attached. The Agenda includes discussion of proposed development of the vacant lots between the Marriott Hotel, Tio Leo's, and Taco Bell, where the developer hopes to gather community input prior to presenting project concepts. Other items include a proposed residential development in PHR, a Carmel Valley 5K run in December 2012, signage color changes for the San Diego Corporate Center, and consideration of an open-air classroom in the San Dieguito River Park. The Carmel Valley Community Planning Board will hold it's regular monthly meeting on July 26, 2012 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. The Carmel Valley Community Planning Board will hold it's regular monthly meeting on June 28, 2012 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. The June Agenda is attached. One Paseo is NOT on the agenda, although I hope to get an update on the status of processing the DEIR comments -- I'll report back after the meeting. The Agenda also includes action items on a couple of cell sites (including one at CCA), a possible stop sign at Worsch Way and Del Mar Trails, and the formation of a subcommittee to comment on the I-5/SR-56 DEIR. May 2012 CV Planning Board Meeting at the CV Middle School

NOTICE: Special Location for the May 2012 CV Planning Board meeting, at the Carmel Valley Middle School, 3800 Mykonos Lane. The Carmel Valley Community Planning Board will hold it's regular monthly meeting on May 24, 2012 from 7:00 to 10:00 pm at the Carmel Valley Middle School, 3800 Mykonos Lane. The CVCPB May 2012 Agenda is attached. On the One Paseo project, there will be a discussion of the CV Planning Board's One Paseo DEIR Response letter. There are other items on the agenda, read that document for details.

CV Planning Board May 24 Meeting at the CV Middle School

CV Planning MapThe Carmel Valley Planning Board has announced that the May 24, 2012 meeting will be at the Carmel Valley Middle School located at 3800 Mykonos Lane, San Diego, CA 92130 in the Performing Arts Center at 7:00 pm. That's good, because the larger venue will allow additional people to attend, although the parking at the Middle School can be terrible. Arrive early to find a parking spot! I don't have the agenda yet, but at least the board's One Paseo DEIR comment letter will be heard. I'll post the information when it's available. I encourage everyone to learn more about this project, both at the developer's One Paseo site, which paints a rosy view, and at the "What Price Main Street" site, which is concerned about impacts to the community.

CV Planning Board's Regional Issues, May 2, 2012

The Carmel Valley Community Planning Board's Regional Issues Subcommitte will meet on Wednesday, May 2, 2012 at 4:30 pm at the Carmel Valley Library. I haven't seen the actual agenda, but I understand that the entire meeting will be to discuss the One Paseo DEIR. One Paseo DEIR Community Meetings

There are two meetings this week to review the One Paseo Draft Environmental Report (DEIR): The Carmel Valley Recreation Council will meet on Tuesday, May 1, 2012 from 7:00 to 8:30 pm at the Carmel Valley Recreation Center to discuss the Recreation Element of the DEIR. This will only deal with how the project will impact local parks and sports groups. The Planning Board's Regional Issues Subcommittee will meet on Wednesday, May 2, 2012 from 4:30 to 6:00 pm at the Carmel Valley Library to discuss the full DEIR. NOTE: Commenting on the DEIR is a technical discussion looking for errors and omissions in the DEIR Document itself. While everyone is welcome to attend, please plan to comment ONLY if you've read all or part of the DEIR and have an issue with it's contents.
