General CV Planning Board Information

This page displays CV Planning Board info, but is not part of the Planning Board. It is run by a long-time community resident (Ken Farinsky - ken@cvsd.com) who writes all the posts and enters all the information without cost to the planning board. Note from Ken: I work hard to ensure that no opinions are posted on the planning board page of the CVSD.com site. However, the rest of the site contains content that may include opinions of the author.

The Carmel Valley Community Planning Board (CVCPB) is a group of elected volunteers who meet monthly to review and to evaluate proposed development plans and issues affecting the entire Carmel Valley and Pacific Highlands Ranch (PHR) communities. Serving in an advisory capacity, the CVCPB offers specific comments, recommendations and decisions to the City of San Diego's Department of City Planning & Community Investment, Planning Commission and City Council. The CVCPB has direct involvement with city, county and local law enforcement agencies.

Regular meetings on the Fourth Thursday of each month, at the CV Library.

CV Planning Board Agenda, April 2016

The Carmel Valley Community Planning Board (CVCPB) will hold it's regular monthly meeting on Thursday, April 28, 2016 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. The Agenda is attached here. The Agenda includes information on the Cavallo Street Townhomes, CV Planning Board Elections, City Council Review of One Paseo, PHR Village Loop Road, Future SR-56 Development & Traffic, and the Rancho Del Sol Restoration. Note that the Final Addendum to the One Paseo EIR has been released (see information on the EIR Addendum Page), and the One Paseo project is expected to go to either the Planning Commission or City Council in the next few months.

SDG&E Powerline Proposal in Carmel Valley, March 2016

So, SDG&E has proposed expanding the electric transmission lines through Carmel Valley. The Final Environmental Report (FEIR) is available review and download on the project website: 2016 Penasquitos Transmission FEIR. The proposed route would run down the eastern edge of Pacific Highlands Ranch to Pensquitos Canyon, and then westward to the Torrey Hills electric substation. There is a proposed route that runs down Carmel Mountain Road to East Ocean Air Drive. If you are concerned about these alignments, you should review the available documents.

CV Planning Board Agenda, March 2016

The Carmel Valley Community Planning Board (CVCPB) will hold it's regular monthly meeting on Thursday, March 24, 2016 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. The Agenda is attached here. The Agenda includes information on the CV Planning Board Elections for 2016, and an update to the Sunrise Powerlink electric transmission lines through Los Penasquitos Canyon. CV Planning Board 2016 Elections

cv planning board voting districtsThe Carmel Valley Community Planning Board (CVCPB) will hold elections for board positions before the meeting on Thursday, March 24, 2016. The elections will run from 6:15 pm to 6:45 pm at the Carmel Valley Library, 3919 Townsgate Drive. The 2016 CVCPB Ballot and the new 2016 CVCPB Election District Map are attached here. Note that no new people registered as candidates, leaving only existing members up for election. However, the voting districts have been redrawn to reduce the number of districts, with two candidates in Voting District 4 - Debbie Lokanc and Chris Moore. All other members are running unopposed. One Paseo City Documents - Community Plan Update

If you'd like additional information on the One Paseo project, the City has posted the requested Plan Update on the City's Carmel Valley Community Plan page. The update notes that you can now submit comments to the proposed plan amendment to the City. Comments on the amendment are requested by January 11, 2016. The December 2015 Draft Community Plan Amendment includes the following documents: a Cover Memo (PDF), an updated Carmel Valley Neighborhoods Land Use Map (PDF), a document that shows the Carmel Valley Community Plan text changes (PDF), and the proposed One Paseo Precise Plan Amendment (from December 2015).

CV Planning Board Special Meeting - One Paseo

The Carmel Valley Community Planning Board (CVCPB) will hold a SPECIAL Meeting on Wednesday, January 13, 2016 at 7:00 pm at Cathedral Catholic High School, 5555 Del Mar Heights Road. The Agenda is attached here. This special meeting will have a single item, to consider the updated proposal for the One Paseo project.

Kilroy and the CVCPB have held a number of community workshops on updating the One Paseo plans. Information on those workshops can be found on the OnePaseo.com website. CV Livability Meeting, What's wrong with Carmel Valley?

The Carmel Valley Community Planning Board (CVCPB) will hold a special workshop to discuss Livability Issues in Carmel Valley. Attend the meeting from 1:30 to 4:00 pm on December 13, 2015 at the Carmel Valley Library (3919 Townsgate Drive) to discuss issues relating to Traffic, Parking, Walkability, Safe Routes to School, and more. Let the Planning Board know what your issues are and what you think should be fixed in the community.
