General CV Planning Board Information

It is run by a long-time community resident (Ken Farinsky - ken@cvsd.com) who writes all the posts and enters all the information without cost to the planning board. Note from Ken: I work hard to ensure that no opinions are posted on the planning board page of the CVSD.com site. However, the rest of the site contains content that may include opinions of the author.

The Carmel Valley Community Planning Board (CVCPB) is a group of elected volunteers who meet monthly to review and to evaluate proposed development plans and issues affecting the entire Carmel Valley and Pacific Highlands Ranch (PHR) communities. Serving in an advisory capacity, the CVCPB offers specific comments, recommendations and decisions to the City of San Diego's Department of City Planning & Community Investment, Planning Commission and City Council. The CVCPB has direct involvement with city, county and local law enforcement agencies.

Regular meetings on the Fourth Thursday of each month, at the CV Library.

CV and PHR MAD Meeting, Nov 2014

The Carmel Valley Community Planning Board's MAD Subcommitte will meet on Tuesday, November 4, 2014 at 4:30 pm at the Carmel Valley Rec Center. See the Nov 2014 Agenda for details. CV Planning Board Agenda, Oct 23, 2014

The Carmel Valley Community Planning Board will hold it's regular monthly meeting on October 23, 2014 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. The Agenda is attached here. The Agenda includes information on the Penasquitos Lagoon Bridge Replacement, an update on the Del Mar Union School District Facilities Master Plan, an update on the Unitas subdivision on Carmel Valley Road in PHR, and update on a new Rancho Del Mar project, action on the Vista del Mar Estates parcel map, action on the Village at PHR to consider a temporary construction yard, action on the Village at PHR to consider a proposed SCR for an architectural update to the residential component, and action to direct the Chair to correspond with City Council to clairify the board's position on One Paseo. The Carmel Valley Community Planning Board will hold it's regular monthly meeting on Sept 25, 2014 from 7:00 to 10:00 pm at the Carmel Valley Library, 3919 Townsgate Drive. The Aug 28 and Sept 11 Agendas are attached. SPECIAL NOTE: One Paseo is NOT on this month's agenda. The Agenda includes information on the Del Mar School District's master plan, electric charging stations at the CV Community Park on Townsgate, a cell phone site at the Chipotle at Piazza Carmel, approval of the Corallina project in the PHR village, approval of the St. John Garabed church in the river valley, nominate a new vice-chair for the board, and appoint a new PHR representative. One Paseo FEIR now available online!

The One Paseo FEIR is now available online! Just visit the One Paseo FEIR Page (sorry, it's on the WhatPriceMainStreet? site, the only place it's available.) Note that some of the files are HUGE, and that I'm working on splitting them up into smaller parts. For now, you'll have to download some big files to read Kilroy's information.

For what it's worth, the One Paseo Findings - Statement of Overriding Considerations document is the overview document, and an attempt by the City to justify placing the project in Carmel Valley, even with all of the impacts. Read that document to see what they're thinking.

One Paseo Final EIR available, meeting scheduled

The Final One Paseo Environmental Report (EIR) has been released, and a Public Comment meeting scheduled. Councilmember Sherri Lightner has released the following statement (edited here for length, emphasis mine), saying: "On Thursday, August 28 at 7 p.m., the Carmel Valley Community Planning Board will be holding a meeting to discuss the One Paseo project Final Environmental Impact Report. Residents and business owners are encouraged to review the document at the Carmel Valley Library. If you provided comments on the Draft EIR, you should have received an email notification today. You will also be receiving via U.S. mail a CD of the final EIR. If you did not provide comments but would like a copy of the Final EIR on CD, please contact Martha Blake in Development Services at mblake@sandiego.gov and provide your name and complete mailing address. The CD will be sent to you via U.S. mail. As always, please feel free to contact my office if you have any questions or concerns, or if our office may be of assistance with any other issue. Best Regards, Sherri S. Lightner, Council President Pro Tem, District 1, City of San Diego."

Peñasquitos Canyon Electric Transmission Line Expansion

Laura Copic, our Neighborhood 10 representative on the Carmel Valley Planning Board, has asked me to post the following announcement. She would like community members to be aware of and be able to attend the public scoping meetings so that they can provide their input. For more information, please read the attached Sycamore-Peñasquitos Canyon Fact Sheet (PDF), or visit the Sycamore-Peñasquitos Canyon Project Web Site.

San Diego Gas & Electric (SDG&E) has filed an application to construct the Sycamore-Peñasquitos 230-kV Transmission Line Project (Proposed Project) with the California Public Utilities Commission (CPUC). The Proposed Project is located in your community. The CPUC is currently reviewing SDG&E’s application, and Panorama Environmental, Inc. (Panorama) is a CPUC contractor assisting with California Environmental Quality Act (CEQA) compliance. An overview fact sheet of the Proposed Project area is attached for your reference. The public scoping period will begin on Monday, Aug. 18, 2014, and will end on Tuesday, Sept. 16, 2014. The CPUC welcomes comments on potential environmental issues and potential alternatives to the Proposed Project during the scoping period. Information about the methods for submitting comments is included in the attached fact sheet. Comments gathered during the scoping period will help inform the development of the Environmental Impact Report.

The CPUC will also conduct three public scoping meetings at the DoubleTree Golf Resort (14455 Peñasquitos Drive in San Diego) on the following dates, and your attendance is welcome at any of them:
